It'd be really useful to create a single review and publish it as an entity rather than publishing lots of small comments as it needlessly generates a lot of mail and sometimes the answer to the raised question will appear further in the code (but a mail has already gone out for it, needlessly annoying the developer in question).

The workflow I'm thinking of is similar to Review Board where you review the code and then publish the review (and the publish step shows all the comments in context so you can see ones that might not make sense any more).
