Original request description
I'm thinking it could make sense to be able to give a user or group global read-only permission (to the Git repositories). This would be beneficial if you have a build server user that wants to grab code from your Stash managed Git repositories.
I've noticed you already have an Oberserver-role on a project level, but I don't think this exists on a global level. It's a bit of a hassle to give the "TeamCityBuildServer" user the Observer role on every new repository.
