Use Case 

When we have mandatory code owner review, there is a reasonably high likelihood the only available code owner, especially for critical files with a very small number of owners, at any point could be the author. Without self-approval all those changes would be blocked.

Suggested Solution

Adding the ability to Bitbucket which allows self-approval of a Pull Request by the Pull Request Author.
