The current implementation of CODEOWNERS adds the owners to the list of reviewers when you create a pull request, but it doesn't enforce approval by code owners via merge checks. 

Please incorporate merge checks into Bitbucket's native codeowners so that actual code owners individually or via reviewer groups are enforced to approve the pull request.
