The current implementation of CODEOWNERS adds the owners to the list of reviewers when you create a pull request, but the author can just remove them. This makes it so its only use is as a suggestion system.

It would be pretty good to have the option to enforce approvals by all code owners (at least one of the owners for each affected rule) This way we could actually use it to control modifications to specific sections of the code are approved by their owners.
