Ability to set the theme globally in bitbucket datacenter

      Bitbucket 8.16 has the new light theme set up by default for all users however due to the below 2 bugs it becomes very hardly readable, as you can see from the attached screenshots.

      Suggestion: Provide a config property to set the theme globally for the users.
