Switching to Light theme or Dark theme overwrites the header fonts color and it can be unreadable due to the color visibility

Issue Summary

Reproducible in Bitbucket 8.16 DC

Steps to Reproduce

1. Look and Feel plugin is enabled in Bitbucket 8.16+.

2. Customer changes the the header/accent color to black from the Look and Feel plugin, then switch between Light and Dark mode.

3. After switch, the header fonts colors are not as readable/visibile as the switch changes the header font colors automatically on fixed color upon theme switch.

4. Need to fix this fixed font color to be more readable or need to be able to allow admin to pick for the header color when choosing the different themes of Bitbucket (light/dark/original)

Links on the header should be more visible

There is hardly a workaround unless all user uses the same theme which matches the Look and Feel setting for header/accent color.
