Issue Summary

Tooltips are not consistent on commit list page

• Tooltip on Merge icon uses native
• Tooltip on commit hash renders immediately whereas other icons has some delay
• Tooltip gets clipped sometimes BSERV-14063

Steps to Reproduce

1. Go to commit list page that has multiple commits

Expected Results

Consistent tooltips that render immediately 

Actual Results

Inconsistent tooltips
