Commit message tooltips are pushed out of view for long commit messages

Steps to Reproduce

1. Push up a commit and add a long commit message.
2. Hover over the commit message in the UI, and observe the tooltip is out of view. This will only happen when hovering over the commit message, not the commit title.

Expected Results

The tooltip should display the commit message.

Actual Results

The tooltip is cut off. See video attached for demo.

Workaround

You can review commit messages elsewhere (e.g. locally via command line, commit UI page), however, there is no workaround to get the tooltip working correctly.
