Issue Summary

Since Bitbucket 8.3.0 the language packs contain translated properties files with the incorrect encoding causing some characters not to render correctly.

This is reproducible on Data Center: yes

Steps to Reproduce

The issue has been reported on instances configured with German and French.

Expected Results

All characters should render correctly.

Actual Results

Some characters are rendered incorrectly.

Workaround

Currently, there is no known workaround for this behavior.
