Steps to Reproduce

1. From the user account settings change the language to German (or use a browser that's configured to have German as its preferred language)
2. Access the Bitbucket Server UI

Expected Results

Umlauts in the UI are displayed as expected

Actual Results

Umlauts are displayed as garbled characters wherever they appear. For instance the license footer says

Verwaltung von Git-Repositorys für Enterprise-Teams mit Atlassian Bitbucket

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
