Problem: Upon creating a pull request, users can only specify reviewers and those reviewers would also be listed as approvers. There's no option in the tool to distinguish approvers from the list of reviewers. 

Suggestion: In the window where pull requests are created, allow an option to designate people who have input on code review and people who can approve the pull request.
