Customers can have multiple runners under separate repositories and there is a desire to monitor these runners in a centralized location. Similar to the current runner page, we should have a page available to administrators that shows:

• All the workspace runners
• All the repository runners from every repository in the workspace

Currently the repository setting > Runners page only displays:

• All the workspace runners
• Only the repository runners of the current repository
