Group BBC notification emails to prevent multiple emails sent

Hey team,

At present - whenever a comment is made on a commit or a pull request, an individual email is sent for each of these comments.
Customer has requested that there be an option to send a final, summarised email once 3-5 comments are made as a summary notification email, to reduce noise.
