Auto bundle email notifications in a short timeframe

      Bitbucket Server offers the ability to batch notifications: https://confluence.atlassian.com/bitbucketserver/notifications-776639933.html

      It'd be nice to have something similar - a batch or summary of issues for Bitbucket Cloud. 

      An example of this:

      When someone approves a PR. If someone does approve and then disapproves in rapid succession, it can lead to a bombardment of emails.
