Include Pull Request Update events to update Jira Issues

      Current behavior is JIRA issues linked to PR will be displayed on the PR side panel when issues are included in the PR(either via commit message, PR title) while or before creating a PR.

      If a JIRA issue was linked after creating a PR, the linked JIRA issues on the side panel is not updated.

      Expected:
      It would be better to link JIRA issues for pull request update events too.
