Please add the ability to specify non-existing branch (with confirmation) as a target branch in PR. Upon approval and merge the new branch will be created and PR merged into it.

It is very helpful when users do not have permissions to write into stable branches directly, but via approved PR's only.

Right now someone else has to create a stable branch first, and only then others may merge into it.
