Problem Definition

As of now, users can only transfer repository ownership through each individual repository's settings page.
This will be a hassle/time-consuming for users who has hundreds of repository which needed to be transfer/combine to/with another account.

Suggested Solution

1. It will be best to have the options on UI to allow users to bulk transfer repositories from account to another account easily.
2. or API Endpoint to allow users to create a script to proceed with the transfer. BCLOUD-5333
