Feature Request - don't "hide" on-hold issues

This is a feature that has been brought up a few times, and I'm going to bring it up as well as you keep dismissing it.

Currently 'on hold' is basically synonymous with 'forget', as it doesn't show up anywhere except in queries which are too slow to be enjoyable.

I think the solution here is to add them to the 'open' list, but always at the bottom.
