Submit comments on PR/commits all at once, instead of one at a time

    Description

      To me, it's frustrating that I can get 15 emails when somebody is reviewing my code. I would rather get a single email when a person has finished their review. Something like a "begin review" button would be great, which would let you make multiple comments before submitting.
