URL links invalid when they contain "++"

Very much like https://jira.atlassian.com/browse/BAM-3114

Except that the links contain "++" in my case, and are automatically generated based on source paths that would be inconvenient (painful) to change.

The links are to artifacts. This can be easily tested by trying to create an artifact with a name containing ++
and possibly just +.
