Bamboo does not link urls with utf8 and "+" character for test cases

    Description

      In the build results screen the Tests tab displays links to test cases.
      If the link contains utf8 and '+' the link does not work. For example:
      http://localhost:8080/bamboo/browse/AIS-DEF-26/test/%D0%9D%D0%B0%D0%B1%D0%BE%D1%80+%D1%82%D0%B5%D1%81%D1%82%D0%BE%D0%B2
