Maven embedder throws exception if $USER/.m2 is not existing or in a different location

    Description

      According to other bug reports
      http://jira.codehaus.org/browse/MNGECLIPSE-124 and http://issues.jfrog.org/jira/browse/MDV-51 the maven embedder
      (and bamboo's maven import) fails if the default $HOME/.m2 directory is not present or set to a different location
      in <maven-install>/conf/settings.xml

      To reproduce:

      1. move ~/.m2 out of the way (rename)
      2. import mvn pom
