Elastic Bamoo Agents do not detect failed EBS mounts

      When starting new elastic instances, bamboo does not seem to detect that it is not able to mount an EBS volume. This happens mainly when starting a lot of agents at the same time.

      The EBS volume appears to be attached to the instance, it just that it is not mounted.
