Bamboo should figure out if EBS is supposed to be attached and if not, and notifies user.

      We know whether or not an instance is supposed to have an ebs volume attached and we know whether it does have ebs volume attached. We should be able to cause an error or something if an instance has been up for a certain amount of time and still doesn't have an EBS and notify the user somehow.

      A similar thing could be done for agents starting up, if they take too long
