Updating bamboo-capabilities.properties on the agent should synchronise capabilities with server

      modifying a remote agent capability in bamboo-capabilities.properties does not modify the capability in bamboo.
      if the same capability key is used but the value changed in bamboo-capabilities.properties bamboo does not update to the new value if the key had been used before.

      Only deleting the cap in bamboo and restarting the remote agent helps to update the cap to the new value.
