need documentation for bamboo-capabilities.properties optional file to specify agent capabilities

      During Agent boot a message is displayed
      2009-01-09 13:52:48,976 INFO [Thread-3] [DefaultAgentCapabilityManagerImpl] Failed to load bamboo-capabilities.properties

      It's an optional file. It gives people a way to specify agent capabilities in a file on each agent.

      Documentation is needed on how to make use of this file with examples...

      Additionally the wording of the info message should be reviewed to avoid misunderstandings - it's not a failure.
