Check for and create and use EC2 security group with appropriate firewall rules

      Whenever an agent is started, Bamboo needs to check for the existence of an "elasticbamboo" EC2 security group in the configured AWS account. If it does not exist, it needs to be created, with appropriate firewall rules.

      All elastic agents need to be created within this security group.
