Build Hung Plugin Point / Build Hung Events

      Now that we have an event thrown when a build hangs, we should provide better ways to utilise this such as

      • Providing a build hung specific plugin point (as opposed to just an event listener)
        • Includes UI Plugin point next to the "configure build hung details"
      • Make it so that you can run a command when a build has hung (either as a plugin or hard coded)
