Implement retry mechanism when fetching artifacts over SFTP artifact handler

Currently, Bamboo has a retry mechanism for uploading artifacts to an SFTP repository. However, there isn't a similar mechanism available for retrieving artifacts. The lack of a retry mechanism and connectivity issues with the SFTP server or client can cause builds to fail immediately.

To ensure smoother and more successful builds, It would be helpful to implement a retry mechanism in these cases as well.
