Description

Issue Summary

Specs build results should not allow the rerun UI menu option.

Steps to Reproduce

Configure a specs plan
Perform a configuration change
Navigate to a specs build result and notice that you can rerun that build

Expected Results

Either the option is disabled because the old configuration cannot be reestablished
OR
The build will succeed and the old configuration will be reestablished

Actual Results

We see the menu option to rerun the specs build and if you try you get the following result:
