Pass the list of 'responsible' persons for a build to a child build

A major weakness for Bamboo notifications is that the list of 'responsible' entities is not passed to child builds.  This means that a commit to a library that kicks off child builds may cause a build plan up the chain to fail, and no one is notified.  'Default notification' settings are inadequate to handle this.
