      Problem definition:

      As stated on BAM-18875, if using an IDE to publish the specs project, it's possible to add new linked repositories using only Bamboo specs but, it's not possible to set user permissions to it.

      Suggested solution:

      Extend to linked repositories the implementation of permissions like we currently have to plans, deployments etc..
