Specs updates from IDE will re-enable UI editing on plans created through RSS

      Steps to Reproduce

      1. Create a plan using repository specs feature
      2. Checkout specs project from outside Bamboo and use an IDE to update the plan permissions with a different setting

      Expected Results

      1. Updates from IDE should not be possible if the plan is configured to use repository specs.
      2. The Plan should still keep its readonly state.

      Actual Results

      The plan is updated and now will be editable by users with permissions.
