Capabilities with duplicate labels may cause inconsistencies in Bamboo's behavior.

Behavior found in Bamboo 6.6.1.

Create a MSBuild capability (executable) with label "MSBuild v4.0" (and any path).
Create a Visual Studio capability (executable) with label "MSBuild v4.0" (and any path).
In a Job, create a new Visual Studio Task.

In the executable box, see the Visual Studio option listed.
Example:

The Visual Studio option is not listed:

No errors in logs.
