Adding capability from UI and bamboo-capabilities.properties have different behaviour

      Following Configuring remote agent capabilities using bamboo-capabilities.properties:

      1. created the following bamboo-capabilities.properties 
        my.ok.capability=ok
my.no.value=
=nokey
did.get.here=unsure
      2. started Bamboo remote agent 
        INFO   | jvm 1    | 2018/06/14 11:36:20 | 2018-06-14 11:36:20,732 INFO [AgentRunnerThread] [DefaultAgentCapabilityManagerImpl] Default agent capabilities loaded from bamboo-capabilities.properties
      3. reviewing agent's capabilities
      4. from Bamboo's UI, capability cannot be created without a Key
