Artifact handler UI should be improved, making it more clear how upstream/downstream will happen

      1. Issue

      Several users are facing issues with Artifact download task due to misunderstanding and misconfiguration in /admin/configureArtifactHandlers.action:

      Artifact handler name Enabled for shared artifacts Enabled for non-shared artifacts
      Agent-local artifact handler [    ] [    ]
      Bamboo remote handler [ X ] [ X ]
      Amazon S3 [    ] [    ]
      Server-local artifact handler [ X ] [ X ]
      2. Suggestion

      Instead, it would be more intuitive having Bamboo's UI refactored providing more understanding about the feature:

      When landing on /admin/configureArtifactHandlers.action
      Local Filesystem (Remote / Elastic agents) collapses onClick
      Once Storage location is provide, checkboxes become available
      Amazon S3 (All agents) collapses onClick
      Once Amazon S3 is configured, checkboxes become available
