Several users are facing issues with Artifact download task due to misunderstanding and misconfiguration in /admin/configureArtifactHandlers.action:

Instead, it would be more intuitive having Bamboo's UI refactored providing more understanding about the feature:
When landing on /admin/configureArtifactHandlers.action |
| Local Filesystem (Remote / Elastic agents) collapses onClick Once Storage location is provide, checkboxes become available  |
| Amazon S3 (All agents) collapses onClick Once Amazon S3 is configured, checkboxes become available  |
