Add Project-level repository configuration

      Bamboo has Plan-level repositories and Linked repositories. It would be nice to have some sort of Project-level repositories so that they're available to all Plans inside that Project and let Project admins manage repository permissions without going too deep into the Plan configuration and at the same time not have it available across the entire instance and across all Projects / Plans.

            Our user has questioning about the security concern to allow any logged in user to use the repository.  They are looking for a self contained project based environment.
