Addition of an Administration Error Console as a self diagnostic tool.

Ideally, this page would serve the following purpose -

1. Warn users of problems with their Bamboo instances - low disk space, low memory etc.
2. Scan Bamboo logs for exceptions.
3. Look out for common Bamboo exceptions, warn users and suggest solutions to issue, a typical example of this would be read lock error with Lucene locks.

A further extension of this feature would be to -

1. Mail/IM Bamboo-admins or whoever administers Bamboo, with warning messages in case of Bamboo needing immediate attention!
2. Link the admin console to the Atlassian Bamboo knowledge Base - so that users can search.
