Test quarantine now tied to both admin and build permissoins

      Summary

      Before 5.10.1.1 a user could quarantine a failing test with just the plan level "admin" permissions. Now a user is required to have both "build" and "admin" permissions. Tested in 5.10.1.1 and 5.10.2

      Steps to Reproduce

      1. Remove the plan level "build" permission from a user that also plan level "admin" permission
      2. Attempt to quarantine a test

      Expected Results

      The test gets quarantined

      Actual Results

      The logs register a post at the proper URL, nothing in the UI changes, and the test is not quarantined

      Workaround

      No workarounds discovered at this time
