Engineers should have the ability to quarantine failing automated tests without requiring full admin privileges to the plan; Devops keeps a fairly stringent hold on the details of the plans to ensure they meet minimum criteria for execution, but engineers responsible for test failures should be able to have the leeway to isolate failing tests without requiring intervention from plan administrators.
