Improve exception handling when test case name is too long for oracle db collumn

      Right now, if a test case name is too long, Oracle database throws the following error:

      ORA-01461: can bind a LONG value only for insert into a LONG column

      Bamboo should either:

      • Handle the exception better with more explicit error message, or
      • truncate the name automatically (which was supposed to be fixed at Bamboo 5.6)
