If bamboo has an expired trial license CSS for the login page does not apply

      I have a bamboo installation with an expired license. If you attempt to navigate to the login page, the CSS does not load. Clearing cache and trying different browsers does not help. logging in makes css act as normal, I assume the issue is localized to the login page.

      This affects least 5.8.1
