Artifact copying from EC2 takes significantly longer from Windows than from Linux Images

      Copying an Artifact file from the stock Windows instance takes much longer than it does from the Linux images.

      An example test run with a 40 MB File.
      Linux:

      simple	28-Mar-2014 13:27:00	Finished publishing of artifact Job artifact: [output.dat], pattern: [output.dat] in 7s

      Windows:

      simple	28-Mar-2014 13:07:35	Publishing an artifact: target
simple	28-Mar-2014 13:20:03	Finished publishing of artifact Job artifact: [target], pattern: [*] anchored at: [target] in 747s

      For larger Artifacts (100+MB size) this delay can stack up rapidly.
