[BAM-12989] Unprivileged user sees plan and plan result labels duplicated

I can't reproduce the problem any more, it must have been fixed by UI overhaul done in Bamboo 5.x

Same problem happens when browsing the labels page only (Ex. : http://localhost:8085/browse/label):

To reproduce:
1) Open bamboo and make sure you are not logged in, that is the guest/anonymous user based on Allowing anonymous access to Bamboo. (Please see "Screenshot_1").
2) Navigate to the Labels page, for example: http://localhost:8085/browse/label, when you click on any of the
labels listed. It will open the list of the builds having that label and each label in each build is shown twice. (Please see Screenshot_2, Screenshot_3)
3) Click on any build result that has a label. Its build result page shows each label twice as well. (Please see Screenshot_4)

• Thinking that this might happen since no user is logged in, I tried testing for a guest user. I created a new user "guestuser1", added it to a group called "guest" and provided "Access" permission only-Same as anonymous access permissions- to the users of this group. I experienced the same problem when I logged in with this user. (Please see Screenshot_5, Screenshot_6, Screenshot_7)
