Allow JIRA to be configured as an Avatar server

      Using Atlassian Bamboo JIRA Plugin - 4.3

      I have grabbed the user accounts from JIRA (5.2) to be used by bamboo. And users are able to login just fine. However when they go to make comments. Their Avatars do not appear alongside the comment.
