Add functionality for transferring plans from one Bamboo instance to the other

      On the Administration -> Move Plans page add a functionality for moving plans from one Bamboo instance to the other. Currently the feature can be used only for transferring plans from one project to the other in the same Bamboo instance.

      This feature is related to the partial import/exports.
