Inviting/resending email invite for users with no product access indicates a successful delivery in UI when, by design - the expectation is that an email will not be triggered at all

      Issue Summary

      When a user doesn't have any products assigned to them, clicking ... > Resend invite has no effect. This is by design and an invitation email is not sent to users who don't have any product access.

      The previous Bug ticket: ID-8080 was closed due to the reported behavior being expected.

      This Bug ticket aims to correct the feedback message so admins are aware of the situation and knows that invitation emails are not expected to be sent or prompt the admin to assign the end user product access(license).

      Steps to Reproduce

      1. Navigate to admin.atlassian.com and select your organization
      2. Click "Directory" > "Users"
      3. Find a user who doesn't have any product access
      4. On the user's account, click ... > "Resend invite"

      Expected Results

      The admin should receive an error message stating something like:

      Invitation email is not sent
      This user doesn't have any products assigned. Please assign at least 1 product to the end user.
      

      Additionally, if there are no products selected, the UI should deactivate and gray out the Send invitation option as no invitation email will be triggered even if the option is selected.

      Actual Results

      The message below is displayed in the UI, but the no invites are actually sent. This is confusing behavior
