Issue Summary

When accessing a single product on a site, users on approved domains are automatically granted license to mutliple products in the site. 

Steps to Reproduce

1. Configure the new user access settings to pre-approved users from a certain domain to both products in the site.

domain.com

• Confluence (https://site.atlassian.net) : User : No admin approval
• Jira Software (https://site.atlassian.net) : User : No admin approval

2. Make sure the product access setting for the site uses different default access groups.

Jira Software : jira-software-users
Confluence : confluence-users

3. Using an account under the approved domain, access Confluence on the site. https://site.atlassian.net/wiki
 

Results

Both product access are granted to the account even if the end user is only interacting with Confluence.

Suggestion

Product access (license) should only be granted to the specific product that the end user is accessing instead of granting all of the site's product access at once.
